Most seeds require oxygen to germinate, if buried too deep in their growing medium, or if the medium is too wet, the seeds may not get the oxygen they require.
Some seeds need to be in the light (surface sown) or in the dark (sown deep enough to receive little or no light) to germinate. Check your weather conditions to see whether they may be appropriate. Shady sheltered conditions are recommended (to keep humidity and temperature regular) in a free draining, but water retentive medium - this can be in pots in a cold frame, where they can be easily protected from weeds and animals.
